Proactive Prudence Promotes Protective Progress

The National Mining Agency recently lowered the emergency level of the Xingu Dam in Mariana’s Alegria Mine from level 2 to level 1, following comprehensive technical evaluations. Vale, the operator, had kept the dam at level 2 since 2019 due to structural caution. Vale stated, “Enhanced geotechnical investigations, expanded monitoring systems and detailed technical studies now confirm the dam’s improved stability,” underscoring the effectiveness of preventive measures already undertaken.

Meticulous Monitoring Manifests Measured Mitigation

Vale has deployed advanced systems to track dam stability in real time, managed by dedicated Geotechnical Monitoring Centers that operate 24/7. These centers gather, process & analyse data, offering immediate alerts if structural changes occur. Officials highlighted that no residents live in the Self-Rescue Zone near the Xingu Dam, reflecting a deliberate strategy to minimise community risk while maintaining industrial operations safely.

Decisive Decharacterization Drives Diligent Demolition

In June, Vale began the first phase of the dam’s decharacterization process, which involves carefully transforming upstream dams into stable structures that no longer pose upstream rupture risks. Early works include improving site access, surface drainage upgrades, installing extra monitoring instruments & applying environmental protection measures to safeguard local ecosystems during construction activities.

Substantial Spending Supports Strategic Safety

Vale has committed more than R$10 billion to the Upstream Dam Decharacterization Program, which covers multiple dams beyond Xingu. Since the program began in 2019, seventeen upstream dams have already been safely decharacterized, amounting to 57% of the planned total. Vale noted, “We remain fully committed to completing this program safely and transparently,” reinforcing the company’s aim to rebuild public trust after previous catastrophic dam failures in Brazil’s mining history.

Steady Strategy Spurs Structural Security

The Xingu Dam remains one of thirteen dams still awaiting decharacterization. Vale’s timeline targets completion by 2034, subject to technical, environmental & legal factors. Regular updates are provided to regulatory agencies & local communities to ensure transparency. Vale’s engineers emphasise that decharacterization requires careful balance between speed & structural safety, avoiding unintended consequences.

Rigorous Reviews Reinforce Regulatory Reliability

The National Mining Agency's decision followed months of evaluation, drawing on expert analysis and updated geotechnical data. An agency spokesperson said, “Reducing the emergency level is not a declaration of zero risk, but it shows positive progress based on solid evidence.” The agency will continue close oversight, requiring Vale to keep monitoring systems and safety measures in place throughout the decharacterization phase.

Community Confidence Cultivated through Continuous Communication

Vale continues to engage with local stakeholders, providing briefings & updates about project timelines, environmental safeguards & potential impacts. Company representatives stress that while decharacterization is complex, sustained dialogue helps maintain community trust. Vale affirmed, “Our commitment is not just to complete physical works, but to rebuild relationships and keep communities informed every step of the way.”
