Metallurgical Malaise & Market MayhemSpain’s steel industry is facing turbulent times despite recent signs of recovery. At its annual general meeting, Unesid, the national steel association, highlighted that the sector is still under pressure from global market disruptions, volatile energy prices, and the rapid pace of the green transition. While domestic steel consumption rose by 6.5% year on year in 2024 to reach 13.5 million metric tons, much of this growth was driven by imports rather than domestic production.

 

Energy Enigmas & Economic EncumbrancesA central concern raised by Unesid was the spiraling cost of electricity. Steel production is highly energy-intensive, and Spanish producers consume around 10 terawatt-hours annually. The recent removal of the 80% discount on electricity bills has increased energy costs by an estimated €40 million per year for steel companies. Unesid President Bernardo Velázquez warned that without predictable energy pricing, the viability of the domestic industry, and thousands of jobs, could be in jeopardy.

 

Competitive Conundrum & Carbon ConformityUnesid argued that the Spanish industry is at a growing disadvantage compared to international competitors, particularly those from non-EU countries that do not adhere to Europe’s strict environmental and labor standards. Imports of steel from such regions have surged, capturing increasing market share while undercutting local producers. The association cautioned that failure to implement stronger trade defense instruments could flood the European market with “unfair steel,” undermining both competitiveness and climate goals.

 

Tariff Troubles & Transatlantic TensionsAdding to the pressure is the recent decision by the United States to raise tariffs on European steel. These new barriers have already affected Spanish exporters, who sent approximately 7.7 million metric tons abroad in 2024, with a growing share now directed to EU partners due to restrictions in markets like the US and Turkey. This shift further highlights the need for coordinated EU action to protect the region’s industrial base.

 

Policy Paralysis & Protectionist PleaThe association has called for a more ambitious European industrial policy that balances green transition goals with industrial resilience. Unesid demands a fairer regulatory framework that takes into account the challenges faced by energy-intensive industries. According to CEO Carola Hermoso, steelmakers have shown adaptability but cannot single-handedly absorb the costs of energy inflation and regulatory burdens.

 

Green Goals & Governance GapsUnesid has also urged the Spanish government to approve more supportive tools for the green transition. While producers are investing in decarbonization and low-emission technologies, they require stronger policy backing. The association stressed the importance of reviewing and reinforcing the Energy-Intensive Consumers Statute to reflect new realities and maintain industrial activity in line with sustainability targets.

 

Production Progress & Paradox of ImportsDespite the hurdles, Spain’s steel sector recorded a 3.7% year-on-year growth in domestic production in 2024, reaching 11.9 million metric tons. From January to April 2025, production increased further by 6.1% compared to the same period the previous year, totaling 4.32 million metric tons. However, this progress contrasts sharply with the continued rise in non-EU imports, highlighting the imbalance between internal effort and external exposure.

 

Strategic Sovereignty & Sectoral SurvivalUnesid concluded its statement by underscoring the strategic importance of steel in sectors like defense, infrastructure & energy. Without urgent intervention, Spain risks losing industrial sovereignty. The association warned that strategic autonomy in key areas cannot be guaranteed if foundational industries like steel are allowed to decline under unfair competition and policy indecision.
