Protests Erupt Over Proposed Steel Plant Expansion

In early 2025, the Baldota Steel and Power Limited announced plans to expand its steel manufacturing facility near Koppal, Karnataka, with an investment of ₹54,000 crore. The proposed plant aims to produce 35 million metric tons of steel annually, positioning it as one of the largest in the state. However, this announcement has sparked widespread protests from local residents and environmental groups, who express concerns over potential health hazards and environmental degradation.

 

Environmental Concerns Intensify Amid Industrial Expansion

Koppal district already hosts over 200 industrial units, including 20 iron and steel factories. Residents from villages such as Halavarthi, Allanagar, and Hirebaganal report severe air pollution, manifesting as smog and dust, leading to respiratory issues and other health problems. The proposed expansion of BSPL is feared to exacerbate these conditions, with activists warning of a "living hell" scenario for the community.

 

State Government's Intervention & Administrative Response

In response to mounting public pressure, Chief Minister Siddaramaiah instructed the Koppal Deputy Commissioner and Superintendent of Police to halt preparatory work for the BSPL plant. This directive followed a meeting with local leaders and activists who highlighted the environmental and health risks associated with the project. Despite these orders, reports indicate that preparatory activities continued, leading to accusations of administrative non-compliance.

 

Public Mobilization and Political Involvement

The opposition to the steel plant has galvanized the local community. A complete bandh (shutdown) was observed in Koppal on February 24, 2025, with participation from over 100 organizations, religious leaders, and political figures. Prominent personalities, including MLA K Raghavendra Hitnal and MP K Rajashekar Hitnal, joined the protests, demanding the cancellation of the project.

 

Allegations of Administrative Inaction

Despite the Chief Minister's directives, local authorities have been accused of permitting preparatory work to continue. Activists and community leaders have called for the transfer of the Koppal Deputy Commissioner, alleging that the official's actions undermine the state's environmental policies and the public's trust.

 

Environmentalists Propose Sustainable Alternatives

Environmental groups advocate for the development of green steel technologies, such as hydrogen-based direct reduction iron processes, to mitigate pollution. They suggest that Koppal's existing infrastructure could be upgraded to support these technologies, offering a sustainable path forward for industrial development without compromising public health.

Discussions between the state government, local authorities, and environmental groups continue. While the immediate future of the BSPL expansion remains uncertain, the situation underscores the need for a balanced approach to industrial development that considers both economic growth and environmental sustainability.
