The European Commission has initiated a tender under the Instrument for Pre‑accession Assistance III, allocating €3 million to bolster Türkiye’s green and low‑carbon hydrogen sector. This marks a significant step toward constructing a national hydrogen ecosystem. The lead beneficiary, BOTAŞ, will oversee critical tasks including evaluating its existing network infrastructure, devising a comprehensive master plan, and implementing capacity‑building measures. The successful tenderer is expected to develop a detailed roadmap for hydrogen integration across energy infrastructures.

 

Technical Trackers Tackling Tubular Networks

A key component of the project involves a thorough technical assessment of BOTAŞ’s existing assets, pipelines, LNG and FSRU terminals, compressor stations, and storage facilities. Utilising advanced flow modelling techniques, corrosion profiling, and pressure cycle analysis, experts will determine the compatibility of current systems with H₂ and low‑carbon hydrogen blends. Stress testing under variable pressure and temperature conditions will identify necessary retrofits or material upgrades to maintain integrity and prevent leaks.

 

Cartographic Creation Crafts Cohesive Connectivity

Consultants will also develop Türkiye’s first Hydrogen Master Network Plan. This strategic blueprint will map optimal routes connecting green hydrogen production hubs, industrial centres, and export facilities. It will include techno‑economic feasibility studies, pipeline routing options, interconnection nodes at LNG terminals or compressor stations, and scalability parameters. Scenario analysis will explore network resilience under different demand trajectories and regulatory frameworks.

 

Skill‑Sharpening Seminars Strengthen Stakeholder Statutes

Capacity-building workshops will engage officials, BOTAŞ engineers, regulators, and private sector partners. Sessions will cover hydrogen safety standards, compression systems, blending thresholds, certification schemes, environmental impact assessments, and alignment with EU regulations. Interactive training using LNG terminal simulators and pipeline models will support knowledge transfer, while institutional guidelines will aid future governance of hydrogen markets.

 

BOTAŞ’s Backbone Bolsters Blueprints & Beyond

Founded in 1974, BOTAŞ oversees over 7,000 km of oil and gas pipelines, six LNG and FSRU terminals, multiple compressor stations, and storage caverns. Its leadership in designing, engineering, surveying, and executing large‑scale energy projects makes it a strategic pivot for hydrogen integration. The corporation’s existing international collaborations, such as the Trans‑Anatolian Natural Gas Pipeline, provide experience and networks that can be leveraged for implementing hydrogen corridors.

 

Pre‑Accession Policy Primes Pathways

Funded under IPA III, this initiative supports Türkiye’s alignment with EU energy and climate goals. The project timeframe aligns with EU hydrogen strategies and the looming European Hydrogen Backbone initiative. By preparing domestic infrastructure and institutional capacity, Türkiye stands to benefit from updated EU certification schemes and access to cross-border hydrogen markets once accession negotiations advance.

 

Economic & Environmental Energies Elevate Expectations

Türkiye’s ambition to become a green hydrogen hub aligns with rising global demand for decarbonised energy carriers. Economic feasibility studies suggest hydrogen blending can reduce industrial CO₂ emissions by up to 20% and potentially support export markets. A recent analysis by the International Energy Agency estimates global demand for low‑carbon hydrogen will reach 70 million metric tons by 2030. Türkiye’s strategic location, abundant solar and wind resources, and robust industrial base position it as a strong contender in this emerging sector.

 

Next‑Step Scenarios Signal Strategic Scaling

This €3 million phase is a pilot precursor to larger investments in electrolysis, pipeline retrofits, hydrogen-ready turbines, and storage facilities. Once the technical readiness plan and institutional framework are established, Türkiye can progress to phase two: site-specific pilot projects, followed by project finance models involving public‑private partnerships. BOTAŞ-led project pipelines are already being scoped for €100 million‑scale electrolyser and blending ventures, potentially supported by EU climate finance and multinational investors.
