Regulatory Renaissance & Robust Roadmaps Reimagined

The shipping world stands at a pivotal moment as the FuelEU Maritime regulation reshapes compliance across European seas. Entering force this year, it targets reduction of greenhouse gas emissions, aiming to decarbonise maritime transport sustainably. Recognising complexity, the European Sustainable Shipping Forum has released two major guidelines, while classification society DNV has stepped forward to help clients adapt.

 

Certification Codifications & Compliance Clarifications Converge

Among the most significant updates: new certification paths for fuels. Ship owners can now use a Proof of Compliance template when their supplier already submits Proof of Sustainability under Renewable Energy Directive obligations. This flexibility avoids duplicate paperwork & ensures fuels remain eligible under FuelEU & EU Emissions Trading System.

Methane slip, the unnoticed release of methane from LNG engines, remains a technical challenge. Although the International Maritime Organization approved measurement guidelines in April, these lack consistent onboard monitoring methods, stability checks after engine upgrades & standardised test cycles. The European Commission is drafting interim rules to allow actual value certification, expected in late 2025, reflecting the sector’s commitment to precision.

 

Flexibility Frameworks & Financial Foresight Fortified

FuelEU Maritime has introduced banking, borrowing & pooling mechanisms to balance compliance surpluses & deficits. But complexity persists. Borrowing is prohibited after pooling, and pooling may not always reduce a ship’s compliance balance to zero. Instead, surplus can be banked for future years, while deficits trigger penalties.

In June 2025, the European Maritime Safety Agency & Directorate-General for Mobility and Transport hosted a webinar detailing new modules in the Thetis database for FuelEU partial reports. DNV, always proactive, updated its systems to receive these, ensuring ship owners can verify compliance after sales or operator changes.

 

Exemptions & Exceptions Embrace Equitable Enforcement

Recognising Europe’s diverse geography, FuelEU allows partial exemptions until 2029. Outermost Regions like the Azores, Madeira & Canary Islands may include only 50% of voyage energy in their compliance calculation. France, Portugal & Spain secured exemptions for selected routes and ports.

Further exemptions benefit voyages between small islands or those under public service contracts. These nuances ensure economic lifelines to remote communities remain viable, balancing environmental goals with practical realities.

 

Shipowner Strategies & System Synchronisation Stressed

Experts advise shipowners to synchronise contracts & internal systems with FuelEU’s requirements. Companies must confirm fuel suppliers provide valid Proof of Sustainability or Compliance, monitor upcoming rules for methane slip certification, & adjust calculations to reflect exemptions.

“Regulation can appear daunting, but aligning early transforms it into competitive advantage,” said a DNV compliance manager. DNV’s Emissions Connect tool helps shipowners track emissions, apply exemptions & avoid penalties by automating complex compliance tasks.
