Downstream Dissent: Decalogue Denounces Draconian Dutie

Ten European manufacturing associations released a joint statement January 6, 2026, opposing the European Commission's proposed steel safeguard replacement measures effective July 2026. The proposal reduces quota volumes by 47% to 18,345,922 metric tons while doubling tariff rates from 25% to 50%. The associations, including European Automobile Manufacturers' Association & Home Appliance Europe Association, warn these measures could impose €5-9 billion annual additional tariff costs on downstream manufacturers. They argue steel price increases could reach 30% in certain categories, substantially exceeding the Commission's 3.25% forecast, while new melt-and-pour documentation requirements create excessive administrative burdens for smaller companies.
