To enable high-quality output from lower-grade inputs, the call asks for projects that adapt microstructures of steel, improving tolerance to contaminants. This includes adjusting production parameters and applying advanced control technologies to modify metallurgical properties in real time. Proposals should also develop detection and measurement systems to monitor contaminants, alongside multi-scale computational models to simulate the structural, thermal, and chemical behavior of materials during processing. Such innovations will help tailor steel properties for different industrial applications while maximizing resource efficiency.

 

Furnace Flexibility & Facility Futures: Innovating at Plant Level

The Commission urges applicants to look beyond the laboratory and envision next-generation plant designs. Projects should include engineering and operational adaptations necessary for integrating new technologies such as direct reduced iron methods using hydrogen, plasma-based refining, or carbon capture-ready furnaces. This extends to evaluating plant-wide process stability, safety protocols, and flexibility in switching between feedstock types. Plant-level reconfiguration must also account for risk mitigation during production, particularly when combining primary and secondary raw materials.

 

Residue Reinvention & Resource Recirculation: Toward a Circular Steel Economy

Waste valorisation is another cornerstone of the call. Projects must propose ways to reduce, reuse, or recycle production residues, including slag, dust, and sludge. This entails characterising the environmental and economic impacts of residues under new low-CO₂ production scenarios. For instance, how does the use of mixed secondary scrap affect the residual characteristics of the output? Can these residues be transformed into construction materials or chemical inputs? Applicants are expected to analyse material and energy balances, develop residue management strategies, and explore opportunities for byproduct valorisation.

 

Academic Alchemy & Applied Alliances: The Commission’s Co-Creation Mandate

This call strongly advocates for the “co-creation” model between academia and industry, in accordance with Commission Recommendation 2024/774. The goal is to ensure research knowledge is valorised, translated into tangible commercial applications. Proposals must demonstrate meaningful collaboration, where knowledge flows bi-directionally. Academic institutions provide theoretical insight and experimental frameworks, while industry partners offer real-world testing, scalability input, and potential for deployment in commercial steel mills. The partnership model is crucial for reducing innovation lag and speeding up the transition from concept to implementation.

 

Eligibility Epitome & Evaluation Essentials: Who Qualifies & What’s Expected

The call is open to any legal entity established in an EU Member State, Horizon Europe-associated country (e.g. UK, Norway, Israel), or select overseas territories. All proposals must address at least four of the eight outlined challenges in the call scope. Proposals will be evaluated based on scientific excellence, societal impact, and implementation feasibility. Successful applicants will receive funding to conduct pilot tests, simulations, and techno-economic assessments over multi-year project timelines.
