The Bureau of International Recycling warns that the "sliding scale" method for classifying green steel is scientifically flawed & commercially perverse. The approach sets different CO₂ thresholds for different production routes, allowing high-emission blast furnace producers to qualify as green while penalising scrap-based electric arc furnace producers. Around ninety percent of scrap-intensive producers face competitive disadvantage under this system. The Bureau calls for a single, absolute, process-agnostic standard to protect the integrity of green steel markets globally.
