ArcelorMittal Luxembourg delivered a harsh assessment of Europe's steel industry challenges at its New Year ceremony. The company called for rapid EU intervention to address global overcapacity and import pressure. European steel production has fallen to less than ten percent of global output while capacity utilization remains below seventy percent.
