Ankara Builds Its Own Carbon Market: Turkey's ETS Trading Rules Take Effect as CBAM's Bill Comes Due

Turkey's energy regulator has brought into force the market-operation rules for the country's emissions trading system, establishing auction-based primary & secondary allowance markets, an electronic trading platform & a transaction registry, alongside the framework regulation adopted in August. Provisional clauses allow facilities to buy allowances against their 2026 emissions at their own bid price & run trading as a virtual exercise until the registry & markets are live, during a pilot phase covering power & energy-intensive industry through 2027. The system's driving purpose is to let Turkish steel, Europe's largest producer, offset EU carbon border charges by showing carbon was paid at home, a claim whose acceptance in Brussels remains to be tested .
