Five European Commission departments oppose the draft carbon market reform, sources tell Contexte. The directorates covering competition, transport, internal market, defence, and regional policy all issued negative opinions after an inter-service review. The climate directorate may now amend its proposal before presenting it to the College of Commissioners on 17 July 2026. The reform is expected to extend the carbon market to international flights and strengthen support for affected industries.
