The Bureau of International Recycling warns that new European Union steel trade rules are hurting global scrap recycling markets. The combined effect of safeguard quotas & carbon border charges is reducing demand from electric arc furnace steelmakers outside Europe, pushing down scrap prices worldwide. The global scrap market processes around six hundred and fifty million metric tons a year, saving nearly one billion metric tons of carbon emissions. The federation is calling for differentiated trade rules that protect recycled-content steel from the same barriers applied to primary steel imports.
