K-Steel Statute: Seoul's Strategic Steel Succor Saga

South Korea's parliament passed the K-Steel Act on November 30, 2025, creating a legal framework to support domestic steel producers through five-year master plans & green steel zones. The legislation empowers the Trade Minister to coordinate carbon neutrality transitions & competitiveness enhancement. However, the industry criticizes the exclusion of electricity subsidies crucial for electric arc furnace adoption. Steel companies estimate combined electricity cost increases & emission permit purchases could add 1 trillion won ($695 million) in annual expenses, threatening decarbonization economics.
