Metinvest wants Ukraine exempted from the EU's new steel import limits. The bloc's duty-free quota is 18.3 million metric tons a year, 47% below 2024. Brussels says it weighs Ukraine's hardships but has not offered an exemption. The EU-Ukraine trade agreement does not stop separate trade defence measures.
