Liberty Galati has signed tolling agreements with Glencore and Kayseri Metal Center to restart rolling operations after months of inactivity. The plant will process customer-supplied materials for a fee. The partial restart provides a "window of opportunity" but does not solve the plant's financial crisis. A strategic investor is still needed for a full recovery.
