Quota Quandary: EU Steel Safeguards Suffer Swift Saturation

The EU's new steel import quotas were exhausted within 15 days for products from China, Indonesia, and other major exporters. This triggers a 50% duty on over-quota shipments, doubling the previous rate.

The total duty-free quota was reduced to 18.3 million metric tons, a 47% cut from prior levels. This creates significant supply pressure and higher costs for EU importers.

A new "melt and pour" origin rule takes effect in October 2026, requiring importers to document the steel's original source. This aims to prevent circumvention through third countries.
