European Union steel import quotas for Turkey, China, South Korea, and India were breached within three days of the new quarterly period starting 1 July 2026. Turkey exceeded limits in nine product categories, including hot-rolled coil and rebar, with over double the quota volume waiting at ports. China, South Korea, and India also surpassed their allocations in coated sheets, electrical steel, and stainless products. The 25% out-of-quota tariff now applies to all excess shipments.
