Scrap Sovereignty Spat: German Recyclers Rebuke Brussels' Ban

Two German recycling associations say the European Commission's plan to limit scrap metal exports may break European Union law. BVSE & the Circular Metal Association commissioned a legal opinion from the firm Okl & Partner. It argues that the Commission is treating non-hazardous scrap as if it were hazardous & ignoring existing audit rules. From May 2027, scrap exports to non-OECD countries will need Commission approval. The recyclers warn that Europe cannot use all its own scrap, so restrictions would flood the market & cut prices.
