The proposed safeguard creates artificial scarcity, increases costs, & disproportionately benefits steel producers over downstream manufacturers. APPLiA recommends maintaining current duties, yearly quota administration, improved transparency, adequate quotas for unavailable steel categories, & annual reviews considering downstream impacts.
