The European Union has closed a quota loophole for reinforcing bar imports by introducing new product classification codes. The change prevents importers from bypassing safeguard quota restrictions through product misclassification, strengthening the EU's steel trade protection framework. The move comes ahead of major safeguard reforms expected from July 2026, including near-50% quota cuts and a doubling of out-of-quota duties to 50%. Combined with Carbon Border Adjustment Mechanism costs, European rebar importers now face a significantly tighter and more expensive market access environment.
