It has reduced cross-border trade, widened price gaps, and trapped renewable energy within the region. Montenegro faces annual costs of up to one hundred and ninety-one million euros. Experts warn the mechanism risks slowing the very decarbonisation it was designed to speed up, with a clearer regulatory system expected only from 2027.
